Terms of Use
These Terms of Use govern your access to and use of the Centralised Signage & Advertising Management Platform (CSAMP), a digital service operated by the Delta State Signage and Advertisement Agency (DESSAA). By registering for an account, submitting an application, or otherwise using the platform, you agree to be bound by these Terms in full.
If you are using CSAMP on behalf of a company, partnership, or other legal entity, you represent and warrant that you have authority to bind that entity to these Terms.
1. About CSAMP
CSAMP is the official digital platform through which DESSAA administers the licensing, permitting, regulation, inspection, and enforcement of signage and outdoor advertising activities in Delta State, Nigeria. The platform enables applicants to submit permit applications, make payments, track application status, and communicate with the Agency, and enables DESSAA personnel to manage and regulate those processes.
2. Eligibility
You must be at least 18 years old to register for an account on CSAMP. By registering, you confirm that:
- You are of legal age and have full legal capacity to enter into binding agreements.
- If registering on behalf of a business, you are authorised to act on its behalf and to bind it to these Terms.
- All information you provide is accurate, current, and complete, and you will keep it accurate and up to date.
3. Account Registration and Security
3.1 Creating an Account
To access most features of CSAMP you must create an account. You are responsible for providing accurate information during registration and for keeping your account details current.
3.2 Credentials and Access
You are solely responsible for maintaining the confidentiality of your login credentials, including your password and any two-factor authentication codes or trusted device settings. You must not share your credentials with any other person or permit any other person to access your account.
You must notify DESSAA immediately upon becoming aware of any actual or suspected unauthorised access to your account. DESSAA will not be liable for any loss or damage arising from your failure to comply with this obligation.
3.3 Account Suspension and Termination
DESSAA reserves the right to suspend or terminate your account at any time, with or without notice, if you breach these Terms, provide false information, or engage in conduct that is harmful to the platform, other users, or the Agency's regulatory functions. Suspension or termination does not affect any outstanding obligations you may have.
4. Permitted Use
You may use CSAMP solely for lawful purposes directly connected with outdoor advertising regulation in Delta State. You must not use CSAMP to:
- Submit permit applications, declarations, or documents that are false, misleading, forged, or otherwise fraudulent.
- Represent yourself as another person or entity, or impersonate any DESSAA official or officer.
- Access, or attempt to access, accounts, data, or functionality belonging to other users or to DESSAA that you are not authorised to use.
- Upload, transmit, or store malicious code, viruses, or any content designed to disrupt, damage, or gain unauthorised access to systems.
- Use automated scripts, bots, scrapers, or crawlers to extract data from the platform or to interact with it in a manner not intended by DESSAA.
- Interfere with or disrupt the integrity, performance, or security of CSAMP, its servers, or its underlying networks.
- Attempt to probe, scan, or test the vulnerability of the platform or any connected system.
- Use the platform for any purpose that violates applicable Nigerian law or Delta State regulations.
Violations of this section may result in immediate account suspension, referral to law enforcement, and civil or criminal liability.
5. Permit Applications
5.1 Application Submission
Submitting an application through CSAMP initiates a formal regulatory process but does not constitute, imply, or guarantee approval. All applications are subject to review, assessment, and determination by DESSAA in accordance with applicable regulations, guidelines, and the Agency's lawful discretion.
5.2 Accuracy of Information
You are legally responsible for the accuracy of all information and documents submitted in connection with a permit application. Submitting false or misleading information may constitute an offence under applicable law and may result in rejection of the application, revocation of any permit issued, and further enforcement action.
5.3 Fees
Application fees are payable in accordance with DESSAA's current fee schedule at the time of submission. Fees paid for applications that are withdrawn by the applicant after processing has commenced, or that are rejected due to non-compliance, are non-refundable unless otherwise stated. Where DESSAA determines that a fee was charged in error, a refund will be processed within a reasonable time.
5.4 Processing Times
Indicative processing times are provided for guidance only. DESSAA does not guarantee that any application will be determined within a particular timeframe and accepts no liability for delay.
5.5 Permit Obligations
Where a permit is issued, the permit holder must comply with all conditions attached to the permit, maintain the permitted structure in a safe and approved state, and renew the permit before it lapses. Failure to comply with permit conditions may result in suspension, revocation, and enforcement action including removal of structures at the permit holder's expense.
6. Payments
All payments made through CSAMP must be made through the authorised payment channels available on the platform. DESSAA does not accept cash payments, bank transfers to unofficial accounts, or payments made outside the platform in connection with applications processed through CSAMP.
If you believe a payment has been incorrectly applied or processed, you must raise the matter with DESSAA through the platform within 30 days of the transaction.
7. Intellectual Property
All content published on CSAMP, including text, graphics, logos, interface elements, software, and data compilations, is the property of DESSAA or its licensors and is protected under applicable Nigerian intellectual property law. Nothing in these Terms grants you any licence or right to reproduce, adapt, distribute, publicly display, or create derivative works from any such content without prior written authorisation from DESSAA.
Your use of CSAMP does not transfer to you any ownership of or intellectual property rights in the platform or its content.
8. Third-Party Services
CSAMP may integrate with or link to third-party services, including payment processors and identity verification providers. DESSAA is not responsible for the practices or content of those third-party services. Your use of them is subject to their own terms and privacy policies.
9. Disclaimer of Warranties
CSAMP is provided on an "as available" basis. DESSAA makes reasonable efforts to maintain the availability and accuracy of the platform, but does not warrant that:
- The platform will be available at all times or free from interruption, errors, or defects.
- Information on the platform is complete, accurate, or up to date in all respects.
- The platform is free from security vulnerabilities or that transmission of data through it is entirely secure.
Planned maintenance windows will be communicated in advance where practicable.
10. Limitation of Liability
To the fullest extent permitted by applicable law, DESSAA, as a government agency, shall not be liable to you for any indirect, incidental, consequential, special, or punitive loss or damage arising from your use of, or inability to use, CSAMP, including but not limited to loss of data, lost revenue, or reputational harm.
Nothing in these Terms limits DESSAA's liability for death or personal injury caused by its negligence, or for fraud or fraudulent misrepresentation.
11. Changes to These Terms
DESSAA may revise these Terms at any time. We will notify registered users of material changes through the platform. Your continued use of CSAMP after the revised Terms take effect constitutes your acceptance of those changes. If you do not agree with any revision, you must discontinue use of the platform.
12. Governing Law and Dispute Resolution
These Terms are governed by and shall be construed in accordance with the laws of Delta State and the Federal Republic of Nigeria. Any dispute arising out of or in connection with these Terms or your use of CSAMP that cannot be resolved informally shall be subject to the exclusive jurisdiction of the courts of Delta State, Nigeria.
